Jerry, I'm not sure I understand your "equal number" statement. Say a developer has a plot which is zoned for 40 units. Under what conditions does the developer get a density bonus? a) if he/she offers 10 affordable, 40 market (i.e., the 25% bonus market rate units (10) are equal to the number of affordable units), OR b) if he/she offers 25 affordable, 25 market (i.e., equal numbers affordable and market rate).
