I've worked in church communities where there was a committee that discussed and balanced the needs/demands of the minister vs. the board vs. the congregation. Often conflicts could be easily resolved with a private conversation by someone skilled in having it. Not everyone has that skill. And often just explaining the history of an issue will calm the waters. Because the committee existed, many "arguments" went there first without ever becoming divisive.
