The Health Department here in the State of Victoria suggests there are three
approaches to cleaning:

1. detergent to shift dirt
2. fresh bleach watered down as directed on the label to desinfect
3. air to dry

Bleach would be appropriate for spilled blood or faeces; suggesting it would
be overkill in the kitchen under most circumstances. Bleach by itself
doesn't shift dirt either.
