Based on very limited experience, I'd suggest that a group of cohousers would 
generate more interest, and also help get going if the city made it easier. 
There was a lost opportunity here, because no group was in place.

I don't know of any here, but I do know that the City Planning Department is 
currently revamping its Urban Plan for San Diego, and, if someone piqued 
their interest, might be amenable to encouraging, and making things easier 
for, the establishment of cohousing in the City.
