Hi,  At Sonora Cohousing we had an incident where a new resident walking
her dog was bitten when a neighbor's dog who was running free attacked
her dog.  She was bitten while attempting to separate them.  An enforced
rule about keeping dogs on leashes would have prevented the incident.
