One reason is local zoning. In DC going the route of straw-bale and 
sweat equity would have taken many many years. Another is that people 
are taking a financial risk to build these communities and "safe" 
building processes at least make the bank feel a bit more secure.

That said, more experimentation I'm sure is welcome all around.
