I like the simplicity of using some "off-the-shelf" s/w package.
This would be a Decision Blog (quick, someone get the trademark for this :-)

Robert, could you say a bit more about which blog s/w you are using?
There are quite a few choices out there.
Even better, send a screen shot of your decision blog or better still us take a direct look at it.

Place the minutes in blog (which is searchable). Any decisions have a html link to the agreed-to policy pdf file. I have an agreement page on the web. Each agreed-to policy has a link to its pdf file. Part of the title states when the decision was passed/updated.

So there is a two-way reference. One from the minutes to the policy. The policy has the date of the meeting when it was passed/ updated so one can go to the minutes that passed the decision.

Once one gets in the habit of ensuring the minutes gets out and extracting the decisions, it is not too bad.
