What determines this is the building departments code expectations and
views. In general your comparison is to the common or meeting room of a
condo (assuming you are not legally organized as a church). If the local
building people consider these to be public, then your commonhouse will be
also and will have the same requirements..

Is a common house considered a public building? Subject to ADA requirements?
Elevators? Ramps? Parking requirements? Is a common house kitchen considered
