This is probably just a reflection of the downturn in the market generally which most analysts see as short term and reflecting the recent bubble which raised prices unrealistically.

But the idea of buying into already built housing and creating a cohousing community is an intriguing one. Would would work best is if a group could also buy an apartment to be used as a commonhouse. Then you have a living room kitchen to be used for meals and meetings and bedrooms to be used for kids play areas. Maybe one to be used as a guest room.

It would be interesting to see if the building would support one apartment for a guest suite that building residents could rent for guests.

Developers may willing to hold a floor for a group of homebuyers who want to purchase units near each other. Even to change floor plans when feasible to meet your needs.

In DC, the same slow market exists and there are very deep discounts in new buildings that have to get started whether the market is low or not. They are losing money holding the land. They need the early contracts to get their construction loans just like cohousers do.

Go for it.
