I'm not clear on all the details of exactly how it was started, since it was before I moved in, but I believe they just ran CAT-5 cable to each building from the common house in "underground" cable pipes--and they did it during special work parties for the purpose. I quote "underground" because I know at least one of them ends up basically on the surface for part of its run. Once at the building the cable goes to a 100Mbps switch, and each household already had CAT-5 wires carrying phone lines to each outlet from the phone sheds. That's great! Who built the infrastructure to distribute the signal and who maintains the infrastructure? Maybe I should look into redistributing FiOS when it comes into our area.
By the way, they also tried using wireless connections to distribute the signal first--and despite having really nice antennas mounted on the rooftops in line-of-sight to each other, they were never able to get them to work reliably. YMMV.
As to maintenance, we have a committee that does it, of course. :) Tim -- Tim Mensch Currently in Pleasant Hill Cohousing (CA): phch.org Member of Tumblerock, a Boulder, CO area community in its forming stages: http://tumblerock.org
