Something a little more flexible might be to have a decision date associated
with each proposal. If the date is unreasonable for the proposal, the
proposal shouldn't be accepted for consideration. The only reason I can
think of an inappropriate date is a conflict between a personal and
community agenda. If it is a reasonable date, it determines when a fall back
voting process will be applied. This should accommodate both internally and
externally-imposed deadlines--longer deadlines for important internal issues
and shorter deadlines for externally-generated issues.

Perhaps with fall back voting, blockers should be allowed to convene
additional meetings where an urgent date would not allow more than one
normally-scheduled meetings.
