"From the description, I can't tell why the bills are offensive. " Nor can I. We need to acknowledge the importance of our community and we do that through a consensus process in our decision making. But we do have moral imperatives that transcend community. One of those is the health of the planet and the desperate need to reduce fossil fuel consumption. If 45 days isn't enough time to offer an equally effective alternative to solar panels, then the community hasn't been thinking about the problem and shouldn't be allowed to stand in the way. If the community has a viable alternative, then 45 days is surely enough time to dissuade a member from acting unilaterally. In fact, the threat of unilateral action may stimulate communities to actually grapple with this dire problem<http://www.nature.com/nature/journal/v452/n7187/full/452531a.html> . John Faust
