Some people will never shout out, so I would suggest if you do this regularly to call on people who never shout out. it gives them the space in the midst of shouters to say what they think.

English as a second language people almost never shout out, for example. People who don't attend meetings very often don't like calling attention to their presence but these are the people that the community needs to hear from.

That's why rounds are so effective. People other than the shouter outers have room. And no one can evade responsibility by being silent. Even when they pass, they have publicly passed.
