Katie, are you advocating getting rid of some of the hoops for proposals
that are already approved in concept? Or having to prepare all the
paperwork yourself if you are in charge? Or being left with all the work to
do without adequate support? All are serious and vaild issues, but they
seem to have at least 3 different paths to resolution, maybe all of which
have to be chosen before a project is undertaken. Even one with broad
support but only one worker.   :-)
