The other issue on apportioning fees. This is most commonly done by SF. Budget 
divided by total SF so you have a square foot cost. In DC basements are counted

When trying to apportion costs for limited common elements, it will be a 
nightmare if you don't consider this in your design. If  one unit has extensive 
common elements and another has none, who pays for them? How are they included 
in the monthly fees?

I've learned from trying to do this why condos are ll alike. All have balconies 
or none do. All the one bedrooms in one building and the two bedrooms in 
another. It simplifies the issue of equity in determining fees.
