I first heard the term “consensed” when I first started attending Mosaic Commons meetings in 2002, long before the Occupy movement. The cranky grammarian in me bristled but I have since come to embrace the neologism; it has a different meaning than “consented to”, as it can refer to a group of people completing a specific consensus process to reach a decision. If you mean just using consensus as part of organizational decision-making, I first encountered that in the early 90s and it definitely wasn’t a new concept then.
