A:  To some degree, both.
Some "skipping of chores" is accepted, not all. That is, people are
expected to do chores that they have voluntarily committed to, though there
is no consequence if they don't, and there is no requirement to sign up for
any chores. Some residents hold a lightweight social expectation -
certainly a hope - that people pitch in with work, but some people are
delighted that no work is required here. jc
