We encourage committees to come to unanimous decisions when possible, but if not they can vote (we specify how many votes based on how many committee members are present are needed to pass a proposal). In real life, although committees have this option, they don't use it - if there is an objection they work it through. So in fact objections are taken seriously even if arising from only one committee member.
