CohoMadison seems to be using a developer-driven model. Go to this web page and 
click the Project Overview link to see a PDF doc explaining how it works. They 
broke ground in August.

Development PartnershipThis project represents a hybrid approach to cohousing 
development, withCohoMadison, Inc. serving as the representative organization 
of interested buyersof cohousing units, and Accipiter Properties (through their 
development entityWinnebago Accipiter) serving as project developer. In 
exchange for bringing aready group of condominium buyers to the project, 
Winnebago Accipiter has agreedto share decision-making over design and unit 
pricing with CohoMadison, Inc. --with the two organizations further 
collaborating on issues relating to affordablehousing subsidy and land use 
approvals.

Winnebago Accipiter LLC is led by Adam Chern and John Young of 
AccipiterProperties. Accipiter Properties has been active in the redevelopment 
of manyproperties (both commercial and residential) in Madison, WI for the past 
15 years.They are the owners of 2048 Winnebago Street (the cohousing site), as 
well as theadjoining parcel of land that will be the new home of Madison Circus 
Space.
