Partly local politics, mostly our local health department. The guy in charge there never met a regulation he didn't like. He busts churches for having potlucks because the people bringing dishes from home don't have inspected kitchens and don't have ServSafe certificates.
His rationale in our case was that if any resident were ever to invite a guest to dinner, even a visiting family member, that makes the common house a food service establishment. And it was all downhill from there.
