I have never heard of such a thing. At Muir Commons (in Davis, CA), our monthly dues were set by the Department of Real Estate and they are per unit. Several people have tried to get a move afoot to change the structure to recognize that households with more people tend to make greater use of community resources, but that has never gotten too far. Some people have thought we should somehow factor in "ability to pay", but that is a very sticky topic.
