One thing I've learned in cohousing is that simple questions become complex very quickly. Some communities have very different expectations of renters. Generally owners participate at some level even if it is only paying for the common house or they participated last year but haven't seen them recently. A renter may be there for 6 months or a year and never say or be expected to say hello. Use you own discretion when counting your community. Which, of course, you are under no obligation to do. I would say if this is an adult member who has the power to influence community decisions that they count as a member of the community.
