The problem is that we do not all base our common sense on the same assumptions. Writing policies requires confronting and resolving differences. It forces one to talk things through with others, until either an agreement is reached or one accepts that an agreement will not be reached. A lot easier to just drift along doing as one pleases and daring anyone to object.
