A friend of mine in Southern California was losing her outdoor cats to coyotes. A mutual friend, who is a contractor, built a large outdoor enclosure for them made of a wood frame and chickenwire. The cats have access to it via a cat door. They get to be outside, but they're safe from coyotes and not impacting the general environment. I can imagine adapting this idea for an entire community.
