One of the check out your process is to hold a community wide evaluation. You can do this on a paper survey, do it at a special meeting, do it online. Then you have some data to work with in terms of whether your meeting agendas are covering the right stuff. It is typical for a small minority to not be happy about meetings, however it is a good goal to strive to improve. By asking people regularily how meetings are going, you get fodder for some things to work on. Another thing to try out is to have an open agenda meeting. Where there is no agenda, and just let stuff come up from the members. Some groups do this one out of three meeetings just to stay on top of the important stuff.
