The ethics of parliamentarians (there are lot of websites) are that the procedures are meant to be used to "order" discussion, not to influence the discussion in any direction. Including overriding people who do not understand all the rules. The chair can suggest a procedure to a member who is trying to make a point and does not know the procedure. The parliamentarian is there (among other reasons) to make such suggestions to the chair. I thank Bella Absug, among others, for my understanding that parliamentary procedure can be useful for something other than one upping the opposition.
