We have used pea gravel under our playset. Works fine in absorbing falls. 
Every once and a awhle we push it back under the swings.  In 10 years of 
operation we have no injuries or issues with our playset. Peoples fears of 
litatations are almost always overstated. And of course, you will have 
liability insurance just in case.
