marketing to towns

We've been approached by someone who knows an "activist" in a local wealthy
town, that is interested in promoting the cohousing idea to the town board
for a specific piece of property. Township officials are currently proposing
high end senior housing for the site, requiring many zoning variances (I
don't know yet what the variances are).
 We'd like to give the best impression possible when we meet with him, and
then with the town, but the marketing information we have currently is aimed
at gathering new members, rather than promoting the benefits of cohousing to
a town.
 Does anyone have any marketing materials that they've used to successfully
convince a town that having a cohousing group within the town would be to
the town's benefit?
 Unfortunately there are no cohousing groups located within 3 hours of us
that we can point to, certainly none in the state.
