In our experience, rules created by non-parent adults seldom work. What has worked best for us, and our 32 kids, is having kid meetings, where kids determine their own policies and how to police themselves. Having at least one adult mentor attached to the kids work makes it function much better. We have also found that for many things about kids, we need to convene in mid-spring the plans for summer. Whatever processes were in place for last summer need to be retouched upon and recreated by the kids. We have an active parent/childrens team that organizes a rather amazing amount of kid stuff over the summer.
