We did have loans between people in our group, one person helping 
another, when we signed contracts. These were facilitated by the group 
but arranged as private agreements between people, complete with loan 
agreements. In other words, the secretary helped bring people together 
and ensured that forms were signed but the group was not the legal body 
responsible for or offering loans. I think our lawyer provided a 
standard form. Ours happen to have been short term loans as far as I 
know but there is no reason why one person could not not offer a longer 
term loan to another -- just as banks do.

It is probably a lawyer that you need to who can suggest the best 
solution for your group and draw up the legal papers.
