Every building has light fixtures which are used infrequently, or
frequently for short periods, which it it is not economically or
environmentally feasible to replace with high efficiency fluorescents.
If storage is available, then any household, community or social group
(churches etc.) can save retired incandescents to be used in those
fixtures. Anyone who would take them only because they are free is not
going to be buying more expensive replacements anyway and at least we
have avoided adding something to the waste stream prematurely and
delayed the purchase of a new incandescent.
