Before running off and writing a bunch of rules, I suggest you research the local laws. I think it's a bit pointless to create rules when there are already applicable laws.
This isn't specific to firearms either. Creating rules that are already covered by laws and ordinances just adds to the paperwork and increases the chance that someone's eyes will glaze over trying to read them.
