Of course "they" believe in violence.  These people formed a HOA,
didn't they?  They expect the policeman to enforce the HOA's fines,
liens, and evictions with threats of violence, don't they?

Victim disarmament and the majority vote fallback from consensus are
similar structures, and raise similar questions:  Who has the actual
military power?  Why is this arrangement desirable?
