Personally, I think if people are going to use the commonhouse they are going to use the commonhouse. It would be good to have an area on the first floor near the mailboxes where people can chat when they meet to pick up their mail -- analogous the the water cooler in an office.

Especially if the commohouse has spectacular views and if there is a playground up there like the one at Eastern Village, people will go up there. If they don't, you can stock it with cookies and beer.
