I'm not in California, but I am interested in legislation and regulation. Assuming other states will follow California's lead, could those who are saying to oppose the bills give some analysis? From the description, I can't tell why the bills are offensive. They seem to give the occupants MORE control over the use of alternative energy than the associations, but the descriptions are so short I could certainly be wrong. I would love to see a thoughtful analysis, which would be useful to the national audience, and even to Californians who may want to speak to legislators. Thanks. Melanie
