I know I'm relatively new to this block, but how about this:Make some kind of elevator or lift a priority and keep the project affordable by reducing expenses elsewhere.
What are the priorities of the project? I don't think affordability and an elevator are mutually exclusive.

If the common house comes within the jurisdiction of the ADA or an even more restrictive local code, there may NOT be a choice. It is necessary to work out the priorities for the community, I agree, but if the authorities have decided accessibility is more important than affordability, they can't be ignored.
