The simple solution to having an unreasonable person holding the group consensus process up is to setup a 3/4ths majority voting fallback. Most groups do this. A typically way to set it up to allow a vote after 2 attempts at consensus. With this kind of backup, people usually figure out that they can not really stop the group moving ahead and get much more reasonable...or they bail on the group. Either way, a decision can get made.
