I don't know about falling markets but one reason i think cohousing has not formed in Florida is that housing there is very available and inexpensive. Too much competition for people to choose quality housing.
In Florida, dvelopers are a dime a dozen and they put up very attractive complexes. They are bad construction but people don't see that. They see lake, swimming pool, clubhouse. Beautiful stucco.
