One option is a free virtual machine host running a free version of
something like MediaWiki (which runs wikipedia etc). I suspect that
the free VMWare Player application would run the image (we use it on a
bought virtualisation server at work). This approach is a little
technical to set up, but rather than "install linux and configure
everything" it's "install player and run the image" so I think it's
much easier.

MediaWiki has a WYSIWYG editor which makes it much easier for
non-geeks to use.
