I can't see how such a process can be viewed as an example of consensus.It's completely clear that a huge amount of arm-twisting, intimidating, bribing, ... is done behind the scenes, which completely negates what consensus decision making is all about.

There were negotiations that tookplaceleading to the vote, support from the various political groups including theArab League, and discussion with potential opponents. Most of all, Russia and China, while disagreeing with the proposal,were willing to stand aside ("thumbs sideways") rather than blocking ("thumbsdown").
