No one gets their face torn off by loud music. And yes, I have heard of HOAs 
being sued for not controlling their residents and enforcing ordinances. 
Usually the association itself levies big fines, and collects them by putting 
liens on the property if necessary.

When we join together to form an organization we also take on collective 
responsibilities, like it or not.
