I've only lived in socialist-compared-to-america countries, but I've seen
those sold as an equality measure: "everyone feels similar pain when
paying their dues" with a bit of a discussion of financial privilege if
that's needed.

Context is everything, and depending on the group it might help to have
one of the less affluent members speak up, or alternatively have someone
respectable run through what the "low budget" residents you're trying to
recruit actually have to spend. Those two things can be perceived
radically differently, there's a risk that the token poors will be told to
shape up or ship out, but the "there are poor people" lecture can also go
down badly. Gotta know your audience.
