California has the best condo laws I've seen in terms of completeness, written 
in Plain English, etc. They are all online.

In DC the condo laws state a default and say something like "unless the condo 
docs specify otherwise." If they don't, the default is enforceable.

So you might check the condo laws to see what CA says. There may be quick 
solution.
