Thank you — that is what I did mean. I usually try to be more careful in using “affordable” but I was quoting a source. As others pointed out “affordable” to HUD is not the same as “affordable” to the rest of the world. We need low income housing, but I think a better way to get it than subsidy is to design better housing options and not use codes to restrict low income housing.
