This sounds like Canadian non-profit housing owned by NP organizations that allow tenants to contribute to the community -living components, but not the overall management.

We visited 5 cohousing communities in the Netherlands a number of years ago, 
and Rental is the only model they have.  It meant that they had less physical 
maintenance to manage (because the developer/landlord was responsible) , and I 
believe the decisions they made mostly had to do with the social fabric, what 
they wanted to do about gardens, etc...
