There have been such extensive requirements for safety and chemical use that we didn’t fix ours the last time it broke (and hadn't met them before). One community I recall saying they put a hot tub on the roof but were never able to meet the requirements for using it. I know nothing of saunas but if there are no regulations, there are at least best practices that would protect you from liability.
