HI allIn our community we have had to make clear guidelines for personal 
storage on community property.  In our community, we allow wheeled vehicles in 
the garage.   Otherwise no personal storage without a temporary agreement that 
needs to be pre-approved for a special need (for example, early delivery of 
building materials that are not needed immediately.
Donations are appreciated but need approval.   There is a committee that 
handles this.   If we don't want the donation, the contributor takes it back 
and does what they wish with it but storage on community property isn't an 
option.
It does take work for the community to create and approve these policies.  
However, they actually do benefit overall because it makes us clarify the issue 
and make an agreement in accord with our values.    This issue has come up many 
times so it really helps to have a procedure in place.
