At N St, we did think about this issue. We adopted a policy that an emergency meeting could be called provided that the callers made every reasonable effort to contact all community members beforehand. For example, it the meeting was to be the same day then it would be necessary to call everyone at work. It isn't necessary to actually get hold of all community members, but a bona fide effort must be made in every case. I think also that it takes a certain number of people to be able to do this - I forget off-hand. We have never used this procedure. The specific situation that caused us to think about was something happening which could lead to bad publicity, reporters start calling, what do we say? We wanted to be able to call a meeting rapidly to talk the issues over.
