Sorry, I hate to go on about what may be a dead issue, but I would like to 
emphasize the point that most plots are purchased in advance.  This would 
conceivably mean that it would be possible to raise a relatively good amount of 
money over a few years time, in order to buy down the capital cost for a 
subsidized unit.  One more point, is that in this part of the country, ashes 
cannot be spread, so regulations may vary.
