We think about this problem a lot in North Carolina. My advice would be to put in ceiling fans. Make sure you get the reversible ones - they spin one way to push air down on the people below, the other way they suck the hot air up. Also look at some of the Florida crackerbox houses - they have small dormer type structures on the top of the roof with windows that open, to let the heat out.
